Terrorist Content Reporting
In accordance with Regulation (EU) 2021/784 of the European Parliament and of the Council of 29 April 2021 on addressing the dissemination of terrorist content online (TCO Regulation), the following provisions apply.
Reporting terrorist content
If you encounter terrorist content, you can report it to the following email address:
Communication is possible in German and English.
This email address is exclusively for reports of terrorist content pursuant to the TCO Regulation. Other inquiries will not be answered at this address — please use our general contact options.
Definition of terrorist offenses (TCO Regulation)
Terrorist offenses include in particular:
- Attacks against a person's life which may cause death.
- Kidnapping or hostage-taking.
- Serious destruction of a government or public facility, a transport system, an infrastructure facility including an information system, or an offshore platform, that is likely to endanger human life.
- Flooding or causing explosions where human life is endangered.
- Interfering with or disrupting the supply of water, power, or any other fundamental natural resource, the effect of which is to endanger human life.
- Illegal system interference or data manipulation in accordance with Directive 2013/40/EU of the European Parliament and of the Council.
Definition of terrorist content (TCO Regulation)
Terrorist content includes in particular:
- Incitement to commit terrorist offenses, whether directly or indirectly, such as through the glorification of terrorist acts.
- Solicitation of a person or group to commit or contribute to terrorist offenses.
- Participation in the activities of a terrorist group, including by providing information or material resources, or by funding its activities.
- Providing instructions for the making or use of explosives, firearms, or other dangerous substances for the purpose of committing terrorist offenses.
Measures against the dissemination of terrorist content
Upon receiving a report pursuant to the TCO Regulation, we may disable or delete the affected content. We may also suspend the user account and terminate the contract without notice.
Right to complain and complaints procedure
If you are affected by a removal or blocking measure pursuant to the TCO Regulation, you have the following options:
- You may submit a complaint with a statement of reasons and request the restoration of the content. Please contact us at tco@site.quest. We will inform you of the outcome of our review within two weeks. If your complaint is upheld, the content will be restored.
- If the removal or blocking was ordered by a European authority, you may file a complaint with the BKA (Federal Criminal Police Office) within 72 hours of receiving the order. If your complaint is upheld, we will restore the content.
Regardless of the above options, you may pursue legal remedies at any time.
